You can inscribe any spell you know into a magical item by casting it into the item. Any resources used to cast this spell are not recovered until the inscription is used or destroyed (You devote those resources to maintaining the inscription).
A creature that is bound to an inscribed item can then use that item to cast that spell once for free. Casting it takes the same amount of time as normal, and the spell is treated as if cast by you.
